The EU promotes the active inclusion and full participation of people with disabilities in society, in line with the EU’s approach to human rights for disability, this means that disability is a problem of rights and not an issue of discretion. This approach is also the core of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).
